Migrate CI pipeline to public instance

Currently, it seems that the project relies on a private concourse CI instance. We need to

  • [ ] Make sure that the CI is publicly readable
  • [ ] Look into moving to another CI provider more inline to the new OSS nature of the project (i.e actions)
  • [ ] Remove any references to private registries or any VMware specific IP
