🐛 Describe the bug

I'm running the PaliGemma example code with a detection prompt:

from vllm import LLM
from vllm.assets.image import ImageAsset

def run_paligemma():
    llm = LLM(model="google/paligemma-3b-pt-448")

    prompt = "detect stop sign"

    image = ImageAsset("stop_sign").pil_image
    outputs = llm.generate({
        "prompt": prompt,
        "multi_modal_data": {
            "image": image
        },
    },
    )

    for o in outputs:
        generated_text = o.outputs[0].text
        print(generated_text)

if __name__ == "__main__":
    run_paligemma()

I ran this code with both the pt and mix models: google/paligemma-3b-pt-448 and google/paligemma-3b-mix-448 but it is either failing to generate any output or returning incorrect outputs:

Output for google/paligemma-3b-pt-448: "" Output for google/paligemma-3b-mix-448: "GHFW"

In the HF implementation the extra loc tokens are added to the Gemma processor:

https://github.com/huggingface/transformers/blob/25245ec26dc29bcf6102e1b4ddd0dfd02e720cf5/src/transformers/models/paligemma/processing_paligemma.py#L38

I suspect it may have to do with this?
