Update and rename en.tr to he.tr

I added Hebrew translation for the V website. Hebrew is my mother tongue. Good luck with V, I like it! Tomer.

Warning, this doesn't just add Hebrew, it also removes English. Please don't merge it as-is. It needs to be updated to retain the English translations.
