start with Gemini
I think once you're looking at 5-8 years before you have a working browser that matches _today's_standards, then another 2-3 years to catch up to current standards. IIRC it took Mozialla to ~5 years to rebuild their CSS engine alone. Well, along the way they built a new language called Rust ;)
But until then, a working but feature-reduced protocol could be a great inertia & team builder. I thought something like WAP, but maybe Gemini is a good goal? Castor seems like a good example: https://sr.ht/~julienxx/Castor/
I think with #6 it doesn't take years, maybe months.
