Not able to have Electronmail automatically start in MacOS Ventura beta

Both <Dock Icon - Right-click - Options - Open at Login> and <Settings - Login Items - Add Button - Select Electronmail> yield zero results. The issue has persisted until beta 3, which is the newest to date and has been reported to Apple via Feedback Assistant. However, not knowing which one is the problem, the OS or the app, I thought it would be a good idea to report the problem here as well.
