Added docker-slippi, environment.yaml update with CUDA

docker-slippi: Updated repository to allow for integration with docker-slippi. Idea is to use docker containers to spawn headless in a hive like manner for Reinforcement Learning training. Containers are CUDA enabled.

environment.yaml: Updated to use Python 3.10 with CUDA enabled.
