User and temp setup configs sometimes breaking agent cursor

Title, when doing no --user (directory) when doing Phillip --load command, then closing and re doing the command with --user, it can cause the agent terminal to never print "Starting run loop" or rather, will print it, but in game, the cursor will never move. This can happen randomly even without switching between a temp directory and a user directory.

If the issue occurs on a temp or user directory, you will be required to delete them and recreate a new directory.
