Layout of fixed block size element is incorrect when next to an exclusion area

When an element with a fixed block size specified comes next to an exclusion area, the effective block size of the element becomes incorrect and a following block overlaps it. The block size should be adjusted when it is next to an exclusion area (emulated with floats).
