footnote in table can't refer in defined order
Describe the bug
footnote in table can't refer in defined order.
To Reproduce Steps to reproduce the behavior:
- npm create book
- choose @vivliostyle/theme-techbook
- Write manuscript which use footnote in table.
- npm run preview
Here is the manuscript.

Expected behavior
footnote in table is refereed defined order.
