CONTRIBUTING.md doesn't have guidelines for binaries

Our current contributing guidelines don't mention anything regarding compiled binaries.

We currently have 2 blocklets that need to be compiled, they are cpu_usage2 and bandwidth2, for security reasons our contributing guidelines must say that compiled binaries are not allowed for blocklets.
