[Feature Request] Add De-bounce and "Send GCode Only Once" to Filament Change

Is your feature request related to a problem? Please describe. If not caught fast enough, the Filament Change GCode will run multiple times every single time the timeout expires. This causes the entire print to fail. De-bounce for same reason and to help prevent false alerts from a not-so-good microswitch.

Describe the solution you'd like Other Filament Runout plugins solve this by having options for both de-bounce and a option to only send gcode for runout once and not every time it is triggered.
