make bass --lsp more efficient

I'm trying to work on the patio and my laptop is overheating while I type a long comment in a Bass script.

Hilariously it evaluates the current file on every keystroke (without any runtimes configured) just to figure out all the bindings. It seemed like a good idea at the time.

make it go fast please
