[release-16.0 Direct PR] VDiff: Fix logic for reconciling extra rows Part 2

Description

Additional checks on top of https://github.com/vitessio/vitess/pull/17930 to break out of reconcile logic if we have processed all extra rows.

While v16 is no longer supported, it is fine for us to merge PRs on to the release branch to ease the process of cherry-picking for the affected user. This is completely discretionary on the part of the maintainers, and does not imply that we will do this for some other bug.
