feat: use `allowlist` in dev sw

This PR will use allowlist when creating the sw in development and deprecates the webManifestUrl:

  • add webManifestUrl deprecation
  • include the navigateFallbackAllowlist with the default
  • update the development entry in docs

@antfu when reviewed and merged you can publish a new version 0.12.4.

@antfu this PR can be merged, once done you can publish 0.12.4 and then we're ready to start the Vite 3 journey...

I haven't merged this PR since I have not yet my new laptop configured (it arrived a week ago and I still haven't turned it on), and so I cannot publish a new release version.

We have also a few pending changes in main branch but not released (ESM support, some fix or exports entry in package.json for example).
