Introduce Character Limits (Titles, Tab titles, Dashboard Textblocks)

Is your enhancement related to a problem? Please describe. For the Manual Annotations feature we introduced a character limit for better UI handling. There are some other instances where character limits could be beneficial to for example avoid edge cases or ease the use of the application.

Describe the solution you'd like Consider adding character limits for:

• Tab titles
• Chart titles
• Dashboard Textblocks

Describe alternatives you've considered Leave as is, giving the user full flexibility and autonomy to choose.
