Horizontal Barcharts: Tooltip showing outside chart viewport

Describe the bug The tooltip appears outside of the chart view port in pulished charts. In editor mode it is sometimes not visible at all.

To Reproduce Steps to reproduce the behavior:

1. Go to https://int.visualize.admin.ch/v/dhX-Td-wFZy_?dataSource=Int
2. hover over a bar to see error
3. copy and edit the chart
4. See error in editor mode where the tooltip is not shown
