Annotations and highlighting for charts

Problem: Users ask for the possibility to make highlights and annotations in the charts. Especially important in dashboards.

New Feature: Annotations / highlights for display and explanation in the dashboard. Possibility to show a legend label for the x-axis. (--> GitLab feedback Matthias)
