Splash screen shows 3.5.9, git info shows 3.4.9

I just wanted to be sure we don't forget to fix this before 3.5.0 release.

Recall, we adopted the policy of setting src/VERSION file on develop branch to the .9 of whatever the current RC is. So, if RC has src/VERSION set to 4.2.2, on develop, src/VERSION would be 4.2.9. We do this so both develop and RC builds can be installed to the same home and not collide. Our collaborators at ANL ran into this frequently.

Well, I just happened to notice that our splash screen shows 3.5, patch 9 whereas the git info in the same splash screen says 3.4.9.
