time slider format string issue

Describe the bug

visit 3.4.2 using the separate time format string box causes the format string to be in the text and not used

this was restored from a session file

embedding the format string in the text works and helped with this case.

Any chance you can attach the associated session file. The # in the format string is odd to me and probably defeating the logic I added to try first what is specified in the format string before using anything embedded in the actual string itself.

@markcmiller86 is unsure if he got a session file or not. Also may not be able to reproduce anymore on RC or develop branch. @markcmiller86 will explore more.
