investigate getting docs installed with executables working on blueos systems

Describe the bug

We have a note in the build scripts that indicates we cannot build docs and install them with VisIt due to old SSL lib issues.

We should look into correcting as this means installs on SCF blueos systems don't have docs with the executable. Its less of an issue on OCF because its easy to just get them online.
