Add bsub/jsrun and jsrun job launch options.

The blueos systems use jsrun to launch parallel jobs. We don't have a jsrun option and instead hijack mpirun in the customlauncher for LLNL systems. This is confusing and doesn't handle the case where we want to use jsrun only.
