Color Table Window "New" Button Rework

The New button in the manager could use some love. At the moment, it is confusing to use at best, and buggy at worst. Thoughts:

• It should pop out into a new window, where users can enter name (and tags if they want), and any other settings.
• If you don't enter a new name, the New button will cause an error, which can be confusing
• The change name -> New -> make changes in the editor -> Export workflow is confusing

Any other ideas/thoughts?

It would be nice to be able to base off of a current table, with either a new button copy or from somewhere in the new button popup.
