[Bug] TextLayer Outline Artifact

Description

When adding an outline more than say 6 or 7 pixels to a TextLayer, there is a dashed line artifact under many of the characters. This happens with multiple fonts (I tried Helvetica, Monaco, and Inter). This is most pronounced with a larger outlineWidth value.

Behavior seems to have changed between 8.9.0-alpha.2 and 8.9.0-alpha.3 so my assumption is that it might have to do with #7212

• Framework version: Deck 9.0.23. Present in 8.9. 8.8 and below don't have this issue but text is cut off on the left side.
• Browser: Chrome 126
• OS: Mac OS 14.3, Safari 17.3, FireFox 127
