Give Dedicated Submit Node to VCell (and/ or give more inteligent code to select submit nodes)

When CCAM HPC users launch big jobs on submit nodes, VCell users submitting jobs get blocked, as the submit node is busy processing at intensive job(s). By having a separate, dedicated submit node, VCell users will not have to suffer from these situations.

However, it also means if it does down, there are less people able to catch the problem, and thus down-time could increase.

Some complex logic to work around these issues would serve as the best solution, but would require some work.
