VCell SEDML Export sometimes results in an "empty"/incomplete SEDML File

In the process of exporting some published projects (ex.: biomodel_49411430 and biomodel_435789302), the resulting sedml file contains no tasks. A cursory look confirms that there are simulations in the VCell applications contained within the model.
