Pallet communities-roles

This pallet takes the responsibility of managing roles and permissions away from pallet communities. It should,

• Allow the community origin to create new roles
• Allow the community origin to optionally assign a new governance track to a given rol
• Allow members of a community to request a given rol
• Allow members of a community to dispatch calls on behalf of the sub origin that represents the rol if no track is set
• Allow members of a community to vote on the track of a rol they belong to
• Allow setting reputation/rank to a membership? (or should we have another pallet for "vote multipliers"?)
