Ensure provided admin origin doesn't exist

At the moment it is possible to register a community specifying any admin origin, even if said origin already is the admin of a different community. This creates an issue where the previously registered community "loses its admin" and if the community didn't have any members yet then it cannot operate requiring it to be "saved by root governance".
