Update TypeScript version and related

Should update to latest versions of all NPM packages. This includes updating to the most recent ESLint that supports the TypeScript version, and reviewing and updating the new and changed ESLint rules. Should update from Node 16 to Node 18 as part of this. And remove use of blob-polyfill package which isn't needed for Node 18.
