Linux GitHub Action PR builds don't build tools

In pr_build.yml:

          echo ::set-env name=CMAKE_EXTRA::"-DBUILD_TOOLS:BOOLEAN=FALSE -DHIFI_PYTHON_EXEC:FILEPATH=$(which python3)"

A good question might be why, exactly? Were the builds troublesome to get going and is that piece not really important?
