Baking doesn't work on ATP without pkg-script

When running a server directly after being build with the builder, baking assets doesn't work when uploading on the asset server. There is no error message in the journal or anything. It only shows a warning symbol.

When running the server from the .deb package on Ubuntu 18.04, it does work fine.
