What is this Python project?

This adds a Benchmarking section. It includes two benchmarking harnesses, a module in the standard library, and a tool for tracking benchmark results over time.

What's the difference between this Python project and similar ones?

There is currently no listed benchmark harnesses. This PR adds them.
