Adding parameter to cmd.exe

I havent found a possibility to add argument to run after cmd.exe, or after one of the chosen interpreter, respectively. In the old version i see theres a input for custom run command, in this version theres only dropdown with three predefined exes. How can i achieve something similar to the screenshot below (eg starting cygwin)?
