UI artifacts appear when N++ tab bar is set to "Hide"

I found that the ruler gets some user-interface "artifacts" drawn in it when I set N++'s Preferences -> General -> Tab Bar -> Hide to ticked.

@sasumner sorry about the long delay on this one - I added the ruler code to my simple "move the edge marker" code for this plugin. I'm not to familiar with Windows drawing code and what could be creating the artifacts.

Happy for input if you have ideas?
