Enable Selection of DPAPI Machine Key

Added DPAPI.KeyType to select between User key (default) and Machine key. Extended option set with -m to select DPAPI machine key. Extended Encrypt method to accept passing of key_type. Modified call to DPAPI.Encrypt to pass key_type.
