add instance of Timeable and Time for LocalTime

I'm not sure that's a good idea to have it as an instance of Time as that somewhat defeat the purpose of creating a Local time if you're having it hardcoded in the UTC-timezone. Obviously that's still correct, but does it have sense ? not sure..
