The shell theme "vimix-light-latop-doder"(image1) will cause the "all application interface"(image2) to be unable to scroll.

Happened to me too. After restarting shell/re-logging in it works now.

Added: The problem disappeared, at least at gnome 3.38.3 in Fedora 33 with the themes' version 2020-11-28.
