Still have wired scroll when drag the first item down slowly

Drag the first item and slowly move down then you can see items below move fast upwards. Stop move downwards(still dragging the first item), you can see the blank space is still the first item. Keep moving down, and you'll see items below move fast upwards again. #2 didn't solve it.
