Make conrad update interval configurable

We could do it using an environment variable.

Trying to understand what "update interval" is. Is it a period that when elapsed, conrad checks, and automatically updates? For example, if UPDATE_INTERVAL is set to 7, conrad would check for an update every 7 days and updates if an update is available?

It's also the update interval for events.
