The bug is already fixed here https://github.com/vimeo/psalm/commit/370880706c5909739391d2873ea58d6b6dd83eef but it's not released. @orklah Could you please make a release?

And it looks like nikic/php-parser required version should be bumped up to ^4.17, because PhpParser\Node\Stmt\ClassConst::$type property available only since 4.17
