Ability to support additional format on Report feature

Hello,

Tell me if I'm wrong, (perharps I missed something), but current version of Psalm (5.23.1) did not support ability to produce our own report format without the need to include it in Core of Psalm.

It will be a great addition if Psalm can do it !

Hey @llaville, can you reproduce the issue on https://psalm.dev? These will be used as phpunit tests when implementing the feature or fixing this bug.
