Add load balancer for the webserver autoscaling group

A regression for https://github.com/villasv/aws-airflow-stack/pull/104 since it's no longer possible to get the public name for instances inside autoscaling groups on CFN.

It's necessary to have the ASG behind a load balancer to have a fixed resolvable name.
