New release

The last release is from Nov 2021 and meanwhile there are 395 commits.

Would be nice to have a new tag, typical Linux packages are being build based on a tag.

I think this is a great idea. There have been many commits since the last release as you mentioned and with the breakage of OSM Mapnik in 1.10/current release because of https/301 redirect I think it's especially important now. Thankfully that issue has a workaround in place from one of the contributors in the meantime
