Support for geo-referenced PDF files as a GeoRef map layer.

Supporting any kind of PDF in Viking seems somewhat of large task. I presume the GeoPDFs are primarily a US thing - particularly for those US Topo Maps, so not being a US citizen, it's not a priority for me.

I think that Viking needs to support the more generalized GeoTIFFs files first; as that would probably help with an amount of reusable code/ideas that would be useful for a GeoPDF implementation.
