Clicking upload downloads a dialog box

I am using the CDN version of Tinymce. I created a plugins folder and was able to have the jbimages plugin show up in the menu. However when I click on the upload button my browser downloads a dialog-v4.htm file. When I open that it shows what I believe is the dialog box that should just open when attempting an upload. Screenshot below Please advise. Thanks.
