record_main "next page" should not depend on PRIV_VIEW_JUDGE_STATISTICS

In my design, viewing all records is considered the same as viewing statistics information; viewing some lastest records is considered the same as viewing service status.

If that's the case, we should make the limit of some latest records larger. Currently it's limited to 1 page by implementation. We can allow paging but add a filter to the query, such as to only return results of the recent month.
