Package Manager Fails to Load Package

The package manager in XCode 14.2 (Monterey 12.6.9) fails to load SwiftLoggly. It gives an error "the Swift tools version specification is missing a label; consider inserting 'swift-tools-version:' between the comment marker and the version specifier"

I select Add Anyway, but the library cannot be imported due to this error. I have not tried pulling the repository and loading it locally after making the correction.
