Add PGXN `META.json` file

See the HOWTO to release pg_savior on PGXN. Essentially:

Create an account and wait for approval (shouldn't take long)
git archive --format zip --prefix=pg_savior-1.0.0/ -o pg_savior-1.0.0.zip HEAD
Upload the file
