I've never had this issue. Maybe we should add a retry count? And for ci we schould add the downloaded zip files to AppVeyor cache.

the pre-upgrade job is missing the postgresql password from secret
I suggest to change the link to the wiki and put the documentation there.

OK, deleting and recreating container (with existing mounts/config) seems to fix the issue 😕
