Support running tests on windows

Until clang plugins on Windows work ( see https://discourse.llvm.org/t/clang-plugins-on-windows and https://discourse.llvm.org/t/support-clang-plugins-on-windows/ ) we can link the shared object to the clang compiler and run the testing infrastructure as part of clang.
