add CITATION.cff
Asking for the Debian-Med team,
@tillea found https://doi.org/10.1038/nbt.4227 but I wanted to double check
I think that would be the best thing to cite at present.
NB: In the future we might make a marker publication for v2. That will land when we use the succinct dynamic graph models for most everything in vg, and when we have man pages. JOSS would probably be the natural target journal.
